On May 7, 2019, the Central American Economic Integration Secretary (SIECA) and the Council of Ministers of Economy of Central America (COMIECO) implemented the Declaración Unica Centro Americana (DUCA). Following the implementation, the computer systems, responsible for processing data associated with cargo border crossings in the region, encountered processing dilemmas. As a result, Central America is experiencing significant congestion and delays at borders and ports.
