The following Pre-Pull charge will apply to all Motor Rail Door rates on shipments Imported to the United States Effective July 25, 2021. 

A Rail Ramp Pre-Pull Charge of $300 will be assessed per container.

Background

The United States Class 1 railroads are experiencing tremendous congestion on international containers moving to their interior United States rail ramps. In addition, the trains are not arriving as scheduled. Once they arrive, the availability of the container is further hindered by congestion at the rail ramp. In their attempt to alleviate the congestion at the rail ramps, the railroads have shorted the free time a container is allowed to stay at a rail ramp which has tightened the window to effect delivery.

The rail schedule integrity, ramp congestion, and shortened ramp free-time coupled with the shortage of available truck power to effect delivery is hindering Seaboard Marine’s ability to schedule delivery order pick-ups at the rail ramps efficiently.

To avoid the excessive rail ramp storage fees assessed by the railroads affecting our customers, Seaboard Marine will pre-pull available door delivery shipments from the rail ramps to a secure container yard and then schedule truck power for the delivery of the container.

Free-time at the Container Yard

Seaboard Marine will confirm or request a new delivery appointment from the designated delivery warehouse. Next, we will allow three (3) working days of free-time at the container yard to effect delivery. If the container must remain in the container yard because the scheduled delivery appointment provided requires the container to remain in the yard beyond the three (3) free days, a charge of $110 per container will be applied per day to store the container.

Free-Time at the United States Port of discharge

If the designated delivery warehouse provides a delivery schedule, or appointment for a future delivery date, requiring Seaboard Marine to hold a container in the United States port of discharge beyond three (3) calendar days from vessel discharge, a charge of $110 per day will be assessed to comply with the delivery date provided for the container to compensate the carrier for the required storage of the container at the port of discharge. The charge will apply in addition to any other charges accrued.
